Actually, it's not just New England -- I'm from Kentucky originally, now in PA, and we say "once in a blue moon". And I believe the dictionary definition of a "blue moon" is when you have two full moons in one month. The second one would be the "blue moon" -- nothing to do with the color. Don't know how often that actually happens!
